@Ryan it's not cast in stone, but usually when we talk about software startup, we do not include companies providing development services only. There must be a product/service with a somewhat scalable business model.

Technically, .com, .net, .org are called top-level domains (TLD) which cannot be "purchased", .coke is also a custom TLD, which is now purchasable from the ICANN at an outrageous price. ICANN will give priority to established brands and companies when assigning new TLDs, thus .coke will not be assigned to anyone else than Coca-Cola.
