You are definitely right that there is a level of education required about what should or shouldn't constitute a reason to interrupt someone. However IMO, this can only go so far. I'm a big advocate of certain conversations being better face to face. I often find myself spending 10 mins writing an email that a 2 minute conversation would answer. However I need to know if the person I want to speak with is in the middle of something, and an interruption would distrupt their thought, or whether they are in the middle of a series of smaller tasks and an interuption would be easily absorbed.

I think headphones can work well. Everyone (who wants them) already has headphones and uses them. My concern is that some people want to listen to their own music all day, which going by this rule means they are never interuptable. Its obviously all a balancing act, but one we are keen to get right.
