I think, what Karthik said is correct and I suggest creating a landing page for other cities as well. In case the user selects any other cities, you can ask them to subscribe to your website if they want you to notify them when commencing your service in their city. This will also help you in signing up the first few users from that city.

If it is a broad, catch all type social network then it needs to be truly different or I don't think it will work as you will never draw people away from Facevook et al without something totally revolutionary and unique - the other option is to look at a social network for specific groups or types of people where those people get something from your network ...
