Good question. I am looking for someone who's more of a CTO than a coder, I think. They should be able to handle researching and presenting solutions for all technology related aspects of the company from deciding which language to code the project in, coding the project (potentially), understanding and solving scalability issues, good understanding of UI/UX and so on. – bob ross Mar 17 '10 at 16:03
Been answered many times over - Google is your friend here. Search and find tons of articles about how / where to find a technical co-founder. Here is a recent one that suggests the opposite - stop looking for a co-founder: techcrunch.com/2012/04/15/… – jimg Jul 12 '12 at 20:14

You can check out some of the MeetUps and just chat with people. One that's in Silicon Valley is Co-Founders Meetup.

In terms of finding the right one, that depends a lot on your needs. In general, the most important thing is that both of you share the same vision and get along. A superstar A-hole that you hate will make your new startup a living hell and will lead to certain failure.
