CapitalFactory, Y-Combinator and TechStars are doing great job of helping startups to start up.

Does anybody know of a similar initiative in Vancouver, BC, Canada? I am sure people from other regions would be interested too. Maybe there is a web resource?

Bootup Labs is a Vancouver-based seedfund / incubator. The two most recent lists of seed incubators I've found are:

And if you're interested in the startup scene in Canada, I'd definitely recommend reading Startup North.
