Is it illegal for a seller to sell products without offering VAT invoice? Is it tax evasion? What are the costs for a seller to provide VAT invoice?

Where are you located ? What kind of products (handcraft, new, second hand, electronics, homemade) ? Not all countries have the same set of rules in regards of VAT, Taxes and Tax evasion. – user983248 May 12 '12 at 1:18

I don't know China's commercial law, but in most places, Yes, it is illegal, and yes is tax evasion, the cost depend on your country, you must register a business first. – user983248 May 12 '12 at 1:54
