For software hackers/developers there are many.

However, I need a hardware guy (or girl?) for a relatively small project.

Is there a site where I can search for people and see ranks, recommendation, etc.?

I hired more than 250 over the last year, and while I had few bad experience, most of the time they did the job correctly. Never hire cheaper or most expensive. Never hire one with less than 10 projects done. Never hire one with less than 9.5 rating. – user3997 Nov 28 '10 at 10:10
Managing 250 people is quite hard, especially if they are remotely managed. I cannot imagine myself doing so. Hiring 250 people in a year means fragmented solution ain't it? Or were they all working on separate independent unrelated project. I however, left after two deep disappointments as the second one has 9.5 stars and about 25 projects. – Tzury Bar Yochay Nov 29 '10 at 4:06

Harware engineers, mechanical engineers are less likely to contract. You you might have a better chance finding is a contract manufacturer or contract design firm.

You will have a hard time finding what you are looking for on a contract basis because: 1. Most good mechanical engineers have full time jobs (which are secure) 2. Hardware engineering varies greatly, and can require a huge investment in research and labs, this is very different than software.

If you are price conscious do your research in Singapore, Taiwan, S Korea and other south east asian countries that have a good reputation for this type of work, and respect your your property rights.
